Carriers whose drivers were cited for insufficient English language proficiency (ELP). Since the June 25, 2025 enforcement guidance, a driver cited outside the border zone (codes -Q and -S) is placed out of service; border-zone citations (-Z) are recorded without an out-of-service order.
